Who needs ELDT Theory Certification?

The ELDT requirements apply to all entry-level drivers for any first-time license or endorsement. This includes:

  • Anyone testing for a Class A or Class B CDL
  • When “upgrading” from an existing Class B to a Class A CDL
  • adding and endorsement to your existing license. This includes the Passenger (P), Hazardous Materials (H), and School Bus (S) Endorsements.

Key elements of the ELDT regulations include:

  1. Minimum Training Requirements: The regulations set forth minimum training requirements for CDL applicants, covering both theoretical knowledge and behind-the-wheel skills.
  2. Certified Training Providers: CDL applicants are required to receive their training from a provider listed on the FMCSA’s Training Provider Registry (TPR). The training provider must meet specific eligibility criteria and adhere to the prescribed training curriculum.
